Ethanol is an alcohol based fuel which is actually made from grains and these grains can be produced locally in any country. They are not mixed with any chemicals and fuels and are capable of producing usable energy. However, this type of production may be very expensive, and the world economy cannot be sustained on this type of fuel as of today.
